Public lights will soon be cut from 11 pm to 6 am in this Cotentin town

The city council of Sainte-Mere-Eglise (Manche) met on Thursday October 13, 2022 at the village hall.

Sanitation system

The city council unanimously decided to award the contract “Diagnostic study of wastewater treatment system and rain diagnosis” at Suez Consulting, for one total value of €245,000.

the mayor, Alain Holleythe Board was reminded that the Sogeti company had conducted a project management assistance mission for conducting a diagnostic study of collective sanitation system, and this study was requested within the framework of the operating decree of the new wastewater treatment plant on the one hand and by the decree of July 2015 on the other hand, which stipulates that a diagnostic study must be carried out every ten years.

Tender therefore launched, with submission of bids on September 15th. The tender committeeat its session on September 29, finally Suez’s proposal was accepted. The council also authorized the mayor to apply for a subsidy from the Seine Normandy water agency and sign any necessary documents.

Extension of the municipal workshop

Mr. Holley reminded the Board that the building construction permit regarding the extension of the community workshop was issued on May 23, 2022. The total of €68,000 is included in the 2022 budget for extension works and securing the workshop. The tender committee accepted an offer of Clovis Vaultier €22,123 for masonry and CPL Bois de €39,037 for frame, roof and cladding.

For the installation of access control in the building, the estimate from January should be re-evaluated. A grant under DETR (Equipment endowment for rural areas) has been allocated up to €21,673. After deliberation, the board unanimously approved the proposals of the tender commission.

Additional costs

The Chief Justice explained to the council that the the planned budget for parties and ceremonies is €150,000but there are overruns to be expected in this budget line, especially for the celebrations associated with June 6.

Additional charges are invoiced for the rental of tents, household waste containers, Enedis, etc. Mr. Holley recalled that at the end of the year, meals for the adults, Christmas for the children and the Staff. Therefore it is necessary to provide for the transfer of €20,000.

Public lighting

Thierry Ourry, deputy delegate, gave an account of the meeting with SDEM (La Manche departmental energy union) and Sarlec. It is proposed to change the settings of the clocks to cut off public lighting from 11 pm to 6 am throughout the municipal territory, except under the bridge of Chef-du-Pont.

in summer, night rest hours are from 1 am to 6 am in the historic center of Sainte-Mère-Eglise and in Ravenoville-Plage. The new schedules may begin on December 1st.

Around-the-clock intervention is required. The SDEM offers a flyer to inform residents. The city council unanimously approved the commission’s decision.

Small Town of Tomorrow

The city council unanimously decided that vsupport the draft agreement within the framework of the program “Small Cities of Tomorrow”, worth the operation of the revitalization of the territory in the appendix, and to authorize the mayor to sign the convention and all documents related to this business.

The signing of the agreement is scheduled for October 19 between the State, the community of municipalities of the Bay of Cotentin and the three municipalities of Carentan-les-Marais, Picauville and Sainte-Mère-Eglise.

Market coverage

The council considered the cost of work in relation to the demolition and removal of asbestos in the old covered market building. The estimated cost of this work is €289,500 no duty

Considering that the project is part of a “reconversion of urban wastelands”as defined by the Normandy Region, positioning within the framework of the ad hoc financial mechanism linked to the ERDF operational program (European Regional Development Fund) may be considered.
